EURAD believes that any sustainable solution to the drug problem must incorporate a valid and effective response
to the issue of drug supply. Such an approach must also address the social challenges facing communities
in drug producing regions as well as vital macro level issues such as international market structures,
inequality, poverty and governance. This is where Alternative Development has so much untapped potential.
That is not to say that all Alternative Development strategies succeed in facing these challenges, indeed some
approaches certainly appear to work better than others. In writing this report, the aim was to provide a very
honest reflection of alternative development programmes across the globe today and I hope that we have
achieved that goal.
