Abstract

This document describes the Care Quality Commission’s approach to regulating, inspecting and rating in-patient hospices, day hospices and community-based hospice services, including those for children. In this approach, the inspectors use their professional judgement, supported by objective measures and evidence, to assess services against five key criteria: safety, effectiveness, caring, responsiveness to people’s needs and leadership. The document outlines in detail each phase of the new regulatory model, including: registration; working with service users and their carers, service providers and organisations and clinical commissioning group; inspection and site visits; judgement and ratings; reporting; and enforcement.
