The offending population experiences poor mental health on many counts, often associated with a lifetime of social exclusion and its consequences. Promoting and protecting the mental health and wellbeing of offenders and those at risk of offending can have wide-ranging benefits for individuals, their families and their communities. This policy paper looks at a range of innovative programmes and interventions that target people and communities at high risk of social exclusion, poor mental health and offending. It gives recommendations and key messages for policy makers.
